You caught my interest here. What is new here is that they (Engie) created a smartphone app to interpret the results from a OBD-II scanner. You can purchase a OBD-II scanner from many places (i.e. Canadian Tire) and it plugs into a connector under your dash on most modern cars. If your vehicle has a problem it will display a code and description of the problem. See this video:

A hacker in California (George Hotz) used a canbus transceiver (similar to OBDII) to design and build his own autonomous (self-driving) car. This whole sector is going through tremendous growth.
